Purpose
The purpose of this program is to equip public health researchers and practitioners to manage programs in complex and changing contexts, using practical tools and approaches to adapt strategies and make informed decisions under constraints.
The need this program addresses
Public health practitioners and researchers are increasingly required to manage programs in complex and rapidly changing contexts shaped by geopolitical uncertainty and shifting funding and policy environments. Foundational knowledge in program planning and evaluation is widely available, but there remains a persistent gap in applying structured approaches to respond effectively to change during execution. That gap shows up as delays in implementation, misalignment between activities and intended outcomes, ineffective stakeholder engagement, and limited ability to adjust programs as realities emerge.
What participants will be able to do
- Use stakeholder mapping techniques, including the power and interest grid, to guide engagement and communication.
- Apply change management frameworks, including Kotter's 8-step model, force field analysis, and the diffusion of innovations framework, to assess readiness, navigate resistance, and support adoption.
- Identify and track implementation risks as programs move through delivery.
- Make informed decisions under time, resource, and scope constraints while maintaining program effectiveness.

How the learning is delivered
- Brief mini-lectures introducing key concepts and practical approaches
- Guided small group exercises applied to real or hypothetical public health programs
- Case-based learning simulating real-world challenges in dynamic contexts
- Facilitated plenary discussion and peer feedback
How learning is assessed
Pre- and post-session self-assessments measure changes in perceived skills and knowledge, facilitators provide real-time feedback during applied exercises, and participants are invited to complete a follow-up survey three months later to assess how the approaches were applied in practice.
