Project Overview The Saving One Million Lives Programme for Results (SOML-PforR) is a flagship World Bank–supported Nigerian health initiative aimed at accelerating improvements in Maternal, Newborn, and Child Health (MNCH) through a results-based financing approach. The 2018 Benue State Operational Plan consolidated priority activities, implementation responsibilities, and costed interventions across six core pillars—immunization, nutrition, malaria, HIV prevention, essential medicines, and MNCH services—alongside health system strengthening efforts in technology, logistics, and supply chain management. The plan was developed to align state-level implementation with national SOML-PforR objectives, while responding to Benue State’s unique demographic, epidemiological, governance, and socio-economic realities. It provided a comprehensive framework to guide coordinated action among government institutions, development partners, and implementing stakeholders during the 2018 fiscal year. Project Scope and Approach The operational plan was grounded in an extensive situational analysis covering population demographics, health service delivery structures, financing constraints, environmental and social determinants of health, and key MNCH indicators. It incorporated projections for population growth, service demand, and expected health outcomes, enabling evidence-based prioritization of interventions.
